The second meeting of the Levels of Service Strategic Sharing Group took place on December 4, 2020. The objective was to gain an understanding of why explicitly setting levels of service is important to participating utilities/municipalities, and the unique drivers influencing the desire to advance this action. Guest expert Michael Lewis, Program Manager of Capital Planning and Strategic Asset Management in the Planning, Infrastructure and Economic Development Department at the City of Ottawa provided an overview of the city’s journey with developing and defining corporate, customer and asset levels of service.

The specific themes that emerged from the group’s discussion were:

  • Setting appropriate levels of service targets, including service-based approaches, quantifying LoS, identifying gaps, acknowledging conflicts.
  • Customer consultation, stakeholder engagement and messaging, including building the business case for LoS, scenario planning, effective customer engagement strategies
  • Driving investment decisions, including aligning LoS targets with LTFPs
