Water infrastructure remains an important priority for the Government of Canada, and Budget 2025 reflects this commitment. The budget places a strong emphasis on strengthening local infrastructure systems — especially water — because when these services fail, communities are put at risk.
The Government of Canada will invest $51 billion over 10 years through the new Build Communities Strong Fund (BCSF), which will be administered by Housing, Infrastructure and Communities Canada (HICC). Starting in 2026-27, the funding will support a broad range of community infrastructure projects, including water systems.
Budget 2025 also proposes $2.3 billion over three years to renew the First Nations Water and Wastewater Enhanced Program through Indigenous Services Canada. This investment aims to eliminate remaining water advisories, prevent new ones, and upgrade at-risk systems.
To further support communities in delivering water projects, HICC’s Climate Toolkit for Housing and Infrastructure (CTHI) offers direct support and guidance through a Climate Help Desk. It also provides easy access to place-based climate data and practical tools for assessing risks, designing climate-resilient housing and infrastructure, and calculating greenhouse gas emissions through the ClimateInsight.ca platform. For communities with limited capacity, the CTHI also offers timely technical and expert advice through the Climate Ready Infrastructure Service.
