CERIU releases 2025 profile of water infrastructure in Quebec municipalities

The Centre d’expertise et de recherche en infrastructures urbaines (CERIU) has published its latest report on the state of water infrastructure in Quebec municipalities.

Produced by the Data and Information Hub, it offers an up-to-date overview of the challenges related to the management of municipal water infrastructure.

As in previous years, the report covers:

  • Drinking water, wastewater, and stormwater pipes.
  • Structures related to drinking water, wastewater, and stormwater.
  • Roadways located above the pipes.

What does this report tell us?

  1. The water infrastructure in Quebec municipalities is, for the most part (67 percent), in good or very good condition.
  1. In 2025, the replacement value of water infrastructure considered to be in poor or very poor condition reached $20.6 billion.
  1. The share of the replacement value of water infrastructure in poor and very poor condition relative to the total value of the network remains stable, at around 10 percent.

Data available on Inframunicipal

Quebec municipalities can view the updated 2025 data on their water infrastructure on the Inframunicipal platform.

Developed by CERIU, this platform provides access to two asset management awareness applications.

With the “Asset Profile” application, municipalities can view current data on their water infrastructure and compare it to that of similar municipalities in Quebec. The application also allows users to view the water infrastructure data required to develop the Water Asset Management Plan (PGA-Eau).

With the “InfraPrévisions” application, municipalities can simulate the long-term deterioration of their water infrastructure to anticipate future investments.

The PIEMQ and Inframunicipal are carried out with the support of the Government of Quebec as part of the 2023–2033 Municipal Water Infrastructure Program.
